The Lackawanna Clean Energy Project is being developed by Lackawanna Clean Energy, LLC (LCE). LCE is committed to the construction and operation of this state-of-the-art energy plant. Design, permitting and financial activities are underway with the assistance of major corporate specialists.

LCE was founded to bring this project to fruition. The company's principals include the former Senior VP of the Texaco Power and Gasification Division and the former European Director of the Power and Gasification Division of ChevronTexaco. Other LCE members include former managers and supervisors of several gasification and cogeneration facilities in Europe, Asia and North America.

LCE personnel have expertise in all aspects of gasification and power project development including design, ownership, operations, and financing. LCE's staff have also consulted to other major companies. including NRG Energy, Shell, BP, Peabody Energy, Mittal Steel, Babcock & Wilcox, and the Southern Union Company.

Phillips Lytle

Phillips Lytle is a 170-year-old New York law firm and a national leader in environmental and energy law. Its extensive and successful history of representing a wide range of clients (Cingular Wireless, duPont, and Ford Motor Credit Company among others) spans decades and includes a role as sole defense counsel to Occidental Chemical for personal injury actions, and co-counsel on cleanup actions related to Love Canal. Phillips Lytle was environmental counsel to Bethlehem Steel Corporation prior to its liquidation in bankruptcy proceedings on all matters related to the Bethlehem Steel Corporation Site (“BSC Site”). Thus, Phillips Lytle has extensive knowledge relative to the history of and former operations at the BSC Site.
